Try a blunt-cut bob with a little undercut to give the illusion of volume, or short tousled layer cut with gobs of a product that will separate and give volume. Also, try a root lift product (I like Catwalk) - spray it at the base before you dry and it makes your hair look thicker.

Stay away from long layers, as it really makes your hair look thinner.

I have fine hair also. We need to be able to give it the appearance of volume. I'm not keen on body perms, which does work. I opt for a shorter layer cut. Works like a charm and my maine looks simply beautiful.
