Try getting short layers cut on top and hair spraying with your head tipped upside-down, then spike up the layers on top. Also try having a swept fringe cut in thats sweeps right across your forhead. Bleach the parts of your hair you want to be colored and dye over it with neon dyes from places like Hot Topic.

For the cut, go to a hair salon and ask for very choppy layers all over and also ask for it to be razored thin at the ends.
